“A question for 2 citizens’ juries: to what extent should patients control access to patient records?”

Care.data and the “sale” of patients’ hospital records to private companies generated an outcry from the national press, public concern, and a series of Health Select Committee hearings in 2014. But can it be said that patients “own” their records, and to what extent should they be entitled to control access to these records? In this talk, I will outline some legal and ethical responses to these questions. I will describe plans to run two citizens juries in 2015/16, sponsored by the Health e-Research Centre and the Primary Care Patient Safety Translational Research Centre here in Manchester. I will look for your thoughts on how to improve the process and outcomes from these juries, and ask whether you might wish to participate in the research.

If you’ve not been before, it’s surprisingly hard to find the Centre for Primary Care. You go up the stairs to the 4th floor of Williamson, and it appears there is no 5th floor.
